Announcement of the United Nations Global Organization for Cultural and Arts Promotion
On Promoting Cross-National Cooperation in Culture and Arts
To: Cultural institutions, art organizations, academic bodies, and cultural and arts professionals of all member states worldwide:
Culture is the shared heritage of human society and a bridge that connects different civilizations across languages and geographical boundaries. In active response to the spirit of the Universal Declaration on Cultural Diversity and to implement the core objectives regarding culture and sustainable development within the UN 2030 Agenda for Sustainable Development, the United Nations Global Organization for Cultural and Arts Promotion (hereinafter referred to as "the Organization") hereby issues this announcement to further promote cross-national cooperation in global culture and arts, and to build a community with a shared future for mankind. We extend our sincere appeal to the global cultural and arts community.
I. Core Purpose and Vision for Cooperation
The Organization is committed to building an open, inclusive, and mutually learning international platform for cultural and arts exchange. We firmly believe that, in an atmosphere of mutual trust and understanding, respecting cultural diversity and promoting cross-cultural dialogue and cooperation are vital safeguards for international peace and security. We call upon the global cultural and arts community to break down regional barriers, use art as a medium to eliminate civilizational estrangement, stimulate our shared human creativity, and jointly address the social, ecological, and cultural challenges in the context of globalization.
II. Key Areas and Directions for Cooperation
Deepening Cross-National Artistic Co-creation in the Digital Era: We encourage the use of cutting-edge digital technologies such as Virtual Reality (VR), Augmented Reality (AR), 5G, and Artificial Intelligence to transcend physical boundaries and facilitate cross-national immersive art exhibitions and cloud-based performances. We support joint creations by artists from various countries, integrating traditional cultural heritage with modern technological expressions to create globally influential digital cultural IPs.
Building a Global Collaborative Network for Cultural Heritage Protection and Restoration: We advocate for the sharing of technologies and expertise in the digital archiving of cultural heritage, multispectral imaging, 3D modeling, and artifact restoration among nations. We support joint cross-national applications for and protection of World Cultural Heritage, providing technical assistance and talent training for cultural reconstruction in vulnerable regions and post-conflict areas.
Expanding International Exchange Channels for Young Artists: Establishing dedicated cross-national artist residency programs and international youth arts education projects. We encourage universities, theaters, and art galleries from various countries to conduct joint workshops, masterclasses, and youth dialogue salons, providing cross-cultural experiences and creative support for young artists, and cultivating a new generation of cultural ambassadors with a global perspective.
Promoting Mutual Benefit and Win-Win Outcomes in Performing Arts and Cultural Creative Industries: Supporting the establishment of transnational alliances of theaters, museums, and arts festivals. Through joint productions, international tours, copyright trading, and other forms, we aim to facilitate the two-way flow of high-quality cultural and arts products and services, achieving sustainable development in cultural trade while safeguarding the rights and interests of creators.
III. Cooperation Mechanisms and Support Safeguards
To ensure the effective implementation of cross-national cooperation, the Organization will provide the following support:
Resource Matching and Platform Empowerment: Relying on the UN multilateral framework, we will provide official venue support, high-level dialogue channels, and global NGO network coordination for compliant cross-national cultural and arts projects. We will also assist projects in connecting with international public welfare special funds and green financing support.
Policy Consultation and Compliance Guidance: Establishing a global think tank of experts on cultural and arts governance to provide international compliance operation guidance, intellectual property protection consultation, and cross-border customs green channel services for cross-national cooperation projects, thereby reducing the institutional costs of cross-national cultural exchange.
International Advocacy and Value Promotion: Selecting outstanding cross-national cooperation projects and distinguished artists with remarkable contributions to showcase their achievements and share experiences at high-level UN meetings, the Global Forum on Cultural Diversity, and other international platforms, enhancing the international credibility and global influence of these projects.
IV. Participation Methods
We sincerely invite global cultural and arts institutions, non-governmental organizations, academic think tanks, and independent artists to join our cross-national cooperation network. Entities and individuals interested in participating in joint projects, applying for resource matching, or joining the Organization's cooperation system may submit a Letter of Intent through the Organization's official website. We will regularly organize the Global Conference on Cultural and Arts Exchange and online matchmaking events to build a practical bridge for cooperation among all parties.
Art knows no boundaries; a harmonious future is shared. Let us stand shoulder to shoulder, harnessing the mighty power of culture and arts to jointly safeguard the diversity of human civilization and write a new chapter of global symbiosis and mutual appreciation!

文化是人类社会的共同遗产，是跨越语言与地域、连接不同文明的桥梁。为积极响应《世界文化多样性宣言》精神，落实联合国2030年可持续发展议程中关于文化与可持续发展的核心目标，联合国全球文化艺术促进组织（以下简称“本组织”）现就进一步推动全球文化艺术跨国别合作、构建人类命运共同体，特发布本公告，并向全球发出诚挚倡议。
一、 核心宗旨与合作愿景
本组织致力于搭建一个开放、包容、互鉴的国际文化艺术交流平台。我们坚信，在相互信任与理解的氛围下，尊重文化多样性、推动跨文化对话与合作，是促进国际和平与安全的重要保障。我们呼吁全球文化艺术界打破地域壁垒，以艺术为媒介，消除文明隔阂，激发人类共同的创造力，共同应对全球化背景下的社会、生态及文化挑战。
二、 重点合作领域与行动方向
深化数字时代的跨国艺术共创：鼓励利用虚拟现实（VR）、增强现实（AR）、5G及人工智能等前沿数字技术，打破物理空间限制，开展跨国别的沉浸式艺术展览与云端演艺。支持各国艺术家联合创作，将传统文化底蕴与现代科技表达相融合，打造具有全球影响力的数字文化IP。
构建全球文化遗产保护与修复协作网：倡导各国在文化遗产数字化存档、多光谱成像、三维建模及文物修复等领域共享技术与经验。支持跨国联合申报与保护世界文化遗产，为脆弱地区及冲突后地区的文化重建提供技术援助与人才培养。
拓展青年艺术家的国际交流渠道：设立专项跨国艺术驻留计划与国际青年美育项目。鼓励各国高校、剧院及美术馆开展联合工作坊、大师公开课及青年对话沙龙，为青年艺术家提供跨文化体验与创作支持，培育具有全球视野的新一代文化使者。
推动演艺与文创产业的互利共赢：支持建立跨国剧院联盟、博物馆联盟及艺术节联盟。通过联合制作、国际巡演、版权交易等形式，促进优质文化艺术产品与服务的双向流动，在保障创作者权益的前提下，实现文化贸易的可持续发展。
三、 合作机制与支持保障
为确保跨国合作的有效落地，本组织将提供以下支持：
资源对接与平台赋能：依托联合国多边框架，为合规的跨国文化艺术项目提供官方场地支持、高层对话渠道及全球NGO网络联动服务，协助项目对接国际公益专项基金与绿色融资支持。
政策咨询与合规指导：设立全球文化艺术治理专家智库，为跨国合作项目提供国际合规运营指导、知识产权保护咨询及跨国通关绿色通道服务，降低跨国文化交流的制度性成本。
国际发声与价值倡导：遴选具有卓越贡献的跨国合作项目与杰出艺术家，在联合国高级别会议、全球文化多样性论坛等国际舞台上进行成果展示与经验分享，提升项目的国际公信力与全球影响力。

我们诚挚邀请全球各文化艺术机构、非政府组织、学术智库及独立艺术家加入我们的跨国合作网络。有意向参与联合项目、申请资源对接或加入本组织合作体系的单位与个人，可通过本组织官方网站提交合作意向书。我们将定期组织全球文化艺术交流大会及线上对接会，为各方搭建务实合作的桥梁。
