本组织以联合国相关框架为指引，确立了以下四大核心行动纲领：

深化全球文化治理：积极参与全球文化多样性保护与跨文化对话，推动文化艺术在全球事务中发挥关键作用，增进不同社会群体、文化和文明之间的相互谅解与信任。

赋能可持续发展目标（SDGs）：将文化纳入可持续发展框架，通过发展创意经济和文化创新，助力消除贫困、促进体面工作、减少不平等，实现经济、社会与环境的协同共赢。

推动跨界交流与协作：搭建跨国界、跨文化的沟通平台，联动全球权威公益组织、文化机构与艺术联盟，促进南北对话与南南合作，扩大全球文化艺术合作版图。

激发青年与社区活力：关注青年创意人才与弱势群体的文化权益，通过艺术疗育、职业培育和公共教育，激发公众创造力，提升民生福祉与社会凝聚力，为恢复艺术与文化生态的内生动力提供保障。

Guided by relevant UN frameworks, the organization has established the following four core action programs:

Deepening Global Cultural Governance: Actively participating in the protection of global cultural diversity and cross-cultural dialogue, promoting the pivotal role of culture and arts in global affairs, and enhancing mutual understanding and trust among different social groups, cultures, and civilizations.

Empowering the Sustainable Development Goals (SDGs): Integrating culture into the sustainable development framework. By developing the creative economy and cultural innovation, we aim to alleviate poverty, promote decent work, and reduce inequalities, achieving synergistic win-win outcomes for the economy, society, and the environment.

Promoting Cross-sector Exchange and Collaboration: Building cross-border and cross-cultural communication platforms, linking authoritative global NGOs, cultural institutions, and art alliances to facilitate North-South dialogue and South-South cooperation, thereby expanding the landscape of global cultural and artistic collaboration.

Stimulating Youth and Community Vitality: Focusing on the cultural rights of young creative talents and vulnerable groups. Through art therapy, vocational training, and public education, we stimulate public creativity, enhance social well-being and cohesion, and provide guarantees for restoring the endogenous driving force of the art and cultural ecosystem.
