Action Plan for Advancing the Development of Cultural and Arts Education Teachers by the United Nations Global Cultural Arts Promotion Organization (UNESCO-GACPO)
1. Vision and Overall Objectives
In response to the United Nations' call to place culture at the heart of inclusive, equitable, and quality education, this plan aims to comprehensively enhance the professional competence and career attractiveness of cultural and arts education teachers through global collaboration and systematic empowerment. We are dedicated to cultivating a cohort of transformative educators equipped with critical thinking, cross-cultural understanding, and digital innovation capabilities, laying a solid educational foundation for building a more just, sustainable, and peaceful society.
2. Core Action Initiatives
  • Implement the "Global Cultural and Arts Teacher Empowerment" Training Program
    Leveraging the UN's authoritative platform, we will build a three-tiered training system ranging from foundational to advanced leadership levels. By deeply integrating with the global teacher campus network, we will offer advanced courses covering culturally responsive pedagogy, social-emotional learning, and interdisciplinary teaching. This will comprehensively elevate teachers' digital skills and their ability to integrate cultural and arts education.
  • Establish the "Cultural and Arts Education Lighthouse Schools" Co-creation Network
    We will select and co-build a group of localized transformation model schools globally, creating observable and replicable practical hubs for cultural and arts education. By facilitating a cross-border community of practice for teachers, we will promote the co-creation and sharing of educational resources and the global dissemination of excellent teaching experiences, forming a localized support loop.
  • Advocate for Professional Guarantees and Care Mechanisms that "Respect and Value Teachers"
    Addressing the global crisis of burnout and attrition among cultural and arts teachers, we will issue an appeal to all member states to: optimize teacher compensation and welfare systems; streamline administrative burdens; and ensure a healthy work-life balance. Furthermore, we will establish peer-mentoring mechanisms between senior and junior teachers, provide psychological counseling services, and foster a supportive and positive working environment.
  • Promote Deep Integration of Cultural and Arts Education with Technical and Vocational Education and Training (TVET)
    We will encourage cultural and arts teachers to step beyond traditional classrooms and collaborate with museums, cultural centers, and creative industry institutions to develop innovative vocational education curricula. By empowering teachers, we will transform cultural and arts institutions into knowledge incubators, expanding professional employment opportunities for youth and women, and highlighting the socio-economic value of cultural and arts education.
  • Deepen Multilateral Coordination and South-South Cooperation Mechanisms
    We will establish a multilateral cooperation mechanism for the global development of cultural and arts teachers, linking international organizations, national education departments, universities, and NGOs. Special emphasis will be placed on increasing support for Global South countries through infrastructure sharing, joint teacher training, and localized services to systematically bridge the digital divide and resource barriers in global cultural and arts education.
